JOB SUMMARY:

This position is primarily responsible for assisting in and administering all planning and development activities and will serve as a plans examiner for the City of Newcastle. The duties of this position are the processing of building permit applications, processing rezoning and land use applications under the Zoning and Subdivision Regulations, implementing the Comprehensive Plan and Future Land Use Map, the issuance of zoning verification letters, the review and processing of applications for variances; and assisting the Planning Director as needed.

The Planning Department supports the City’s Planning Commission and Board of Adjustment by processing rezoning and variance applications.  The Division also provides consultation to developers, applicants, and residents, works with other divisions and departments, and ensures that development-related regulations are kept current and relevant.  This position is responsible for the review and processing of subdivision and zoning applications; zoning code and Subdivision Regulation interpretation; research and analysis, and summarization; and the presentation of facts in both verbal and written form.  The Senior Planner is responsible for writing and presenting formal and technical reports and other correspondence.  Reports, conclusions, and recommendations may become or be used to establish official City policies or ordinances.

The Senior Planner is a professional classification requiring well developed skills in research; verbal and written communication; project design; and knowledge of and skill in applying procedures, objectives, and variables related to city planning. Performing numerous administrative and technical functions in support of the assigned job functions including project design; data acquisition by field survey and research; data compilation, analysis, and summarization; and the presentation of facts in both verbal and written form.  This position will attend meetings and/or represent the City and department as an advisor to various boards, commissions, official policymaking bodies, and citizens’ groups and may provide functional supervision to less experienced employees.  The Senior Planner may also make policy recommendations based both on the analysis of current trends and hypotheses of future circumstances.

ESSENTIAL FUNCTIONS/JOB DUTIES:

  • Assist and advise property owners, contractors, and others in interpreting and complying with zoning ordinances and other city codes.
  • Review and process residential and commercial building permit applications. 
  • Prepare staff reports and presentations for Planning Commission and Board of Adjustment and City Council. 
  • Present reports to Planning Commission and Board of Adjustment as assigned, night meetings are required as directed.
  • Conduct site inspections to determine compliance with approved development plans, ongoing compliance with conditions of adopted resolutions, special use permits, ordinances, etc.
  • Process warranty deed/ lot splits and/or lot line adjustments. 
  • Receive and act on complaints regarding zoning may inspect properties for zoning actions and maintain records.
  • Review site plans, plats, and other documents submitted for zoning review. Must have full knowledge of platting requirements and zoning regulations and process of the public hearing for rezoning cases. 
  • Reviews rezoning applications, plats, replat applications for conformity and relationship to land use plan and City Code of Ordinances.
  • Assists the Department staff in the review of building plans for zoning compliance.
  • Other duties as assigned

Minimum Qualifications:

  • Master’s degree in Planning, Urban Studies, Architecture, Engineering, Construction Science or a closely related field is required. Master’s Degree in Planning preferred.
  • Minimum of four to six years of relevant experience preferred with a Municipality or comparable work experience in Planning, Public Works, Utilities is preferred.
  • AICP certification is preferred. 
  • Knowledge and skill with navigating GIS software for mapping.
  • Thorough knowledge of planning theory and laws, zoning regulations, and statutes.
  • Ability to operate computers, calculators, and other office equipment.
  • Ability to interpret ordinances, data, written instructions, memos, proposals, technical manuals, blueprints, reports, and schematics.
  • Ability to prepare and analyze and present comprehensive reports.
  • Ability to carry out projects and duties to their completion following prescribed policies and procedures.
  • Understanding of development process and issues.
  • Strong verbal and written communication skills.
  • Ability to establish and maintain effective relationships with other employees, business entities, and the general public.

JOB SUMMARY:

Serving as the city’s engineer, the individual will provide civil engineering oversight related to private development and public projects ensuring technical competence and compliance with all current codes and criteria.  Working as a member of the planning and development team, the City Engineer is responsible for overseeing the platting process through the final development and construction phases as it relates to civil engineering; reviews and approves plats and improvement plans, communicates requirements with the developer and their engineering firm and ensures development improvements are constructed per the approved plans. The City Engineer will conduct preconstruction meetings with developers and contractors as well as inspect infrastructure improvements and oversee the maintenance period for all developments. The City Engineer is responsible for accepting public improvements and keeping records of all as built plans.

ESSENTIAL FUNCTIONS/JOB DUTIES:

  • Administers various consulting engineering contracts for the City to include contract preparation, development of technical requirements, and timeframes; reviews plans and specifications prepared by the consultant; approves pay estimates; insures compliance of plans with standards of engineering practice and applicable City, State, and Federal regulations and requirements; coordinates bidding process; administers projects through the construction phase and the Maintenance Bond period.
  • Regularly serves as Project Engineer for sanitary sewer, water, storm drainage, street and other municipal public works projects; writes project related agenda items for review by the City Council; performs agency coordination for applicable State/Federal permits; reviews construction bids; recommends contract awards; reviews work for compliance with plans and specifications; reviews and approves contract pay estimates and change orders; recommends final acceptance of projects to the City Council.
  • Frequently reviews private development projects, including subdivisions, building permits, flood plain permits and similar items for compliance with codes/regulations/standards, adequacy of applications for permits and compliance with approved plans.
  • Regularly determines applicable codes, regulations, and requirements for assigned projects.
  • Frequently assures as-built records of projects and documents necessary changes for the operation and maintenance programs.
  • Frequently reviews standard specifications, contract documents and standard details for use on City projects.
  • Frequently writes scopes of work used to solicit engineering bids/proposals for city projects. 
  • Occasionally performs flood plain modeling using HEC Programs and water system modeling using KY pipe programs.
  • Other job functions as assigned.

Minimum Qualifications:

  • Bachelor’s degree is required; Master’s degree is a plus, and minimum of 2-5 years of municipal experience.
  • Civil engineering experience with municipal infrastructure improvements.
  • Thorough knowledge of civil engineering principles, practices and methods applicable to a municipal setting; considerable knowledge of applicable City policies, laws and regulations affecting Division activities.
  • Thorough knowledge of Subdivision Regulations and processes associated with administering the regulations.
  • Knowledge of various engineering computer programs.
  • Skill in operating the following tools and equipment: personal computer, motor vehicle, phone and mobile radio.
  • Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives, City officials and the general public.
  • Ability to conduct necessary engineering research and compile comprehensive reports.
  • Possession of a valid Oklahoma driver’s license at date of hire or valid driver’s license from state of residency.
