Veterans Park (park rules below)

This is the largest park in Newcastle, encompassing over 90 acres near the Newcastle Elementary School and Newcastle Public Library and Multi-Purpose Center. This park is equipped with picnic tables, restrooms, pavillons, open practice fields, baseball backstop, walking trails and a basketball court, and a splashpad (click here for splashpad information).

Leesa Cornett Park (park rules below)

This 2-acre park is dedicated to Newcastle native, Leesa Cornett, Miss Oklahoma 1987. This park is equipped with a playground, picnic tables, pavillion, restrooms and volleyball courts.

Lions Park (park rules below)

This 5-acre park was donated to the City of Newcastle. This park is located next to Newcastle Fire Department's Station 3 (unmanned). It is equipped with a playground, pavillon and tennis court.

Puckett Park (park rules below)

This 2-acre park was donated to the City of Newcastle by the Puckett Family (appropriately named) in 1978. This park is located by the Newcastle Police Department and Fire Department. It is equipped with picnic tables and a fountain.

General Use
1. Park Access & Hours
  1. City parks are open daily from 6:00 a.m. to 11:00 p.m. unless otherwise posted or authorized by the City.
2. Public Use & Reservations
  1. City parks are open to the public. Amenities and facilities not designated as reservable are available on a first-come, first-served basis. Designated reservable facilities may be reserved through the City, and a valid reservation grants the permit holder exclusive use during the approved reservation period. No person shall occupy or interfere with the use of a reserved facility.
3. City Authority
  1. City-sponsored programs, events, maintenance activities, emergencies, and other authorized City operations take precedence over all other park uses and reservations. The City may temporarily close any park, trail, facility, amenity, or portion thereof as necessary to protect public health, safety, welfare, natural resources, or City property.
4. Compliance
  1. Any person who remains within a City park after being directed to leave by authorized City personnel or law enforcement, or after a park has been closed by the City, shall be in violation of these Rules and Regulations.
5. Restricted Areas
  1. No person shall enter or remain in any area closed or restricted by the City, including areas designated by posted signage, barriers, gates, or other means of notice, unless authorized by the City.
Vehicles & Transportation
1. Vehicle Use
  1. Motor vehicles may only be operated on designated roadways and parked in designated parking areas unless otherwise authorized by the City. Parking or driving on sidewalks, trails, athletic fields, playgrounds, landscaped areas, or other areas not designated for vehicle use is prohibited.
2. Recreational Vehicles & Micromobility
  1. ATVs, UTVs, dirt bikes, mini-bikes, go-karts, and other off-highway or motorized recreational vehicles are prohibited unless authorized by the City. Bicycles, electric bicycles, scooters, skateboards, roller skates, rollerblades, and similar micromobility devices may be operated only where permitted, shall be operated with due care and at a safe and prudent speed for existing conditions, and shall always yield the right-of-way to pedestrians. The City may prohibit or restrict the use of micromobility devices in designated parks, trails, or facilities by posted signage.
3. Exceptions
  1. These provisions do not apply to emergency vehicles, City vehicles, authorized contractors, permitted event operations, or mobility devices used by individuals with disabilities.
4. Abandoned & Overnight Vehicles
  1. No person shall abandon or leave any motor vehicle, trailer, or other conveyance within a City park except in designated parking areas or as authorized by the City. Overnight parking, sleeping, camping, or occupying any motor vehicle, recreational vehicle, trailer, or other conveyance is prohibited unless expressly authorized by the City.
5. Reckless Operation
  1. No person shall operate any motor vehicle or permitted micromobility device in a careless, reckless, or unsafe manner that endangers or is likely to endanger any person or property.
6. Vehicle Maintenance
  1. Repairing, servicing, washing, or dismantling motor vehicles within a City park is prohibited except in emergencies or as authorized by the City.
Pets & Animals
1. Pets
  1. Pets are permitted in City parks except where prohibited by posted signage or otherwise restricted by the City. Pets shall be kept on a leash not always exceeding six (6) feet in length and under the control of a responsible person unless in a designated off-leash area.
2. Responsible Pet Ownership
  1. The person responsible for an animal shall immediately remove all waste deposited by the animal and properly dispose of it in a designated waste receptacle or remove it from the park for disposal elsewhere. No person shall bring or allow an animal that is aggressive, uncontrolled, creates a nuisance, or poses a threat to the safety of persons or other animals.
3. Restricted Areas
  1. Animals are prohibited in playgrounds, splash pads, athletic fields during scheduled activities, courts, and other areas designated by posted signage, except for service animals as provided by applicable federal and state law.
4. Prohibited Animals
  1. Livestock, exotic animals, or other animals not commonly kept as household pets are prohibited unless authorized by the City as part of a permitted event or program. No person shall abandon, release, or leave unattended any animal within a City park.
5. Wildlife
  1. No person shall feed, capture, harass, injure, remove, or intentionally release wildlife within a City park except as authorized by the City or applicable law.
Protection of Park Property & Natural Resources
1. Protection of Park Property
  1. No person shall damage, destroy, deface, vandalize, misuse, remove, alter, excavate, construct upon, tamper with, or otherwise interfere with any park property, natural resource, vegetation, wildlife habitat, building, structure, sign, monument, utility, irrigation system, equipment, furnishing, barrier, gate, or other City property except as authorized by the City.
2. Lost or Found Property
  1. Lost personal property found by City personnel within a City park shall be turned over to the Newcastle Police Department in accordance with applicable City policies and procedures.
Cleanliness & Waste Disposal
1. Waste Disposal
  1. No person shall litter or dispose of trash, refuse, recycling, wastewater, hazardous materials, or other waste except in designated receptacles or as otherwise authorized by the City.
2. Illegal Dumping
  1. No person shall dump, deposit, discharge, or abandon household waste, commercial waste, landscape materials, construction debris, or other refuse within a City park.
Safety & Prohibited Conduct
1. Disorderly Conduct
  1. No person shall engage in disorderly, threatening, abusive, or disruptive conduct that interferes with the safe and peaceful use of a City park.
2. Fires, Fireworks, Burn Bans & Fire Restrictions
  1. Open fires and open flames are prohibited within City parks. Cooking is permitted only in City-provided grills. Personal grills, smokers, or other cooking devices are prohibited unless authorized by the City. Fireworks, explosives, and other incendiary devices are prohibited unless expressly authorized by the City.
  2. During any applicable burn ban, fire restriction, or other emergency fire condition, the City may prohibit or restrict the use of grills, cooking devices, or other sources of ignition within City parks.
3. Unsafe Activities
  1. No person shall climb upon, enter upon, jump from, or otherwise use any bridge, dock, building, roof, structure, or other park improvement in a manner other than its intended use; swim or dive in any body of water; or engage in any activity that creates an unreasonable risk of injury to persons or damage to park property, except as authorized by the City.
4. Interference with City Operations
  1. No person shall interfere with or obstruct City personnel, contractors, volunteers, emergency responders, or authorized activities conducted within a City park.
Tobacco, Alcohol & Controlled Substances
1. Tobacco & Nicotine
  1. No smoking or use of tobacco products is permitted within City parks. Tobacco products include any product that contains and/or is derived from tobacco, contains nicotine, and is intended for human consumption. This includes all forms of tobacco, combustible, non-combustible, and vapor forms.
2. Alcohol
  1. The possession or consumption of alcoholic beverages within City parks is prohibited unless specifically authorized by the City.
3. Illegal Drugs & Controlled Substances
  1. The unlawful possession, use, distribution, or sale of controlled substances or other intoxicating substances within City parks is prohibited.
Commercial Activity & Advertising
1. Commercial Activity
  1. No person shall sell, offer for sale, solicit, advertise, conduct business, or provide goods or services within a City park unless authorized by the City or as part of an approved park reservation or permitted event.
2. Signs & Advertising
  1. No person shall post, distribute, display, or place signs, advertisements, banners, flyers, or other promotional materials within a City park except as authorized by the City.
Camping & Temporary Structures
1. Camping & Overnight Occupancy
  1. Camping, erecting tents, or establishing temporary living quarters within a City park is prohibited unless authorized by the City.
2. Temporary Structures
  1. No person shall erect, install, or occupy any tent, canopy, shelter, stage, inflatable, or other temporary structure within a City park except as authorized by the City or as part of an approved park reservation or permitted event.
Water Use & Fishing
1. Water Activities
  1. Swimming, wading, diving, boating, launching watercraft, or entering any pond, creek, drainage channel, or other body of water within a City park is prohibited unless expressly authorized by the City.
2. Fishing
  1. Fishing is permitted only in accordance with applicable state law and any City rules or posted regulations governing the use of designated fishing areas.
Enforcement
1. Enforcement
  1. Any person who violates these Rules and Regulations may be directed to cease the prohibited activity, leave the park, or be subject to citation or other enforcement action as authorized by the Newcastle City Code and applicable state law.
2. Revocation of Permits
  1. The City may suspend or revoke any reservation, permit, or authorization for failure to comply with these Rules and Regulations or the conditions of approval.
